Director General of Dubai Land Department (DLD)

Acting as the Director General of Dubai Land Department (DLD) since 2006, Sultan Butti bin Mejren pursued an educational career in Islamic Studies and Law before joining Dubai Land Department in 1986 as a writer of property ownerships and files.

He was promoted from his position and official duties to become Deputy Head of the Department, Deputy Head of Investigations in 1993, and later Head of Investigations – a role in which he was responsible for investigating issues of inheritance and property. He climbed the corporate ladder again when he was appointed as Deputy Director General in 1997 and finally Director General of the Dubai Land Department in 2006.

Since assuming the role, bin Mejren has won various Dubai Government Excellence Programme accolades in customer satisfaction and employee satisfaction, as well as awards in services provided to employees for five consecutive years.

During his years of administration, DLD has issued various property laws that serve to protect the interests of the nation and reinforce confidence in the real estate market. Bin Mejren is proud of the advanced legislative structure he has established, which has made Dubai home to one of the most prestigious and secure real estate markets in the world.
 
His expertise has also been invaluable in expanding the scope of DLD’s work in providing quality services for those working in the real estate sector, including the establishment of the Real Estate Regulatory Authority, the department’s regulatory arm; the Real Estate Investment Management and Promotion Centre, its investment arm; and the Dubai Real Estate Institute, its educational arm.

Bin Mejren encourages Emirati talent to enter the organisation and become valued members of its professional team. Bin Mejren is a member of many institutions and serves on the boards of several committees and local organisations. He is the Chairman of the Board of Trustees for the University of Imam Malik, Chairman of the Valuation Committee at Dubai Municipality, a member in the Infrastructure Committee, and a member of the Mohammed bin Rashid Housing Establishment. He also heads the Board of Directors for Emirates Real Estate Solutions and the Fellowship of the Royal Society of Chartered Surveyors, and is a former member of the UAE  Federal National Council

Engineer Marwan holds a Master's degree in Business Administration and Bachelor's degree in Surveying Engineering from Fresno University (California -United States).

Engineer Marwan Bin Ghalita had gradated in a variety of positions during his work in the Land Department and contributed in Develop and implement the strategy of the real estate market in the Emirate of Dubai
Chaired and participated in many of the specialized committees in drafting the real estate laws for the Emirate of Dubai.
Engineer Marwan received many awards and honors and was selected in the list of 500 most influential Arab figures in 2012, where he was honored with the award for Best Administrative Officer at the level of Dubai Government in 2007. As he also received a completion certificate of Mohammed Bin Rashid Program for young leadership development and Government leadership development.

Participated and still participates in several committees within the strategy of the Dubai government team, including the Economic Commission of the Government of Dubai, the financial crises committee, Urban Planning committee, Geographic information systems committee and the Land affairs committee and participate in drafting the real estate laws.
Engineer Marwan Bin Ghalita had contributed in the knowledge transfer of real estate management through the representation of the emirate as a speaker at numerous conferences and seminars, regional and international, including the Economic Forum in Germany and Japan, also the real estate investment conferences in the Kingdom of Saudi Arabia, Kuwait and Turkey.

Hernando de Soto is currently President of the Institute for Liberty and Democracy (ILD) an internationally recognized think tank  headquartered in Lima, Peru --considered by The Economist as one of the two most important think tanks in the world-- committed to helping governments in developing countries implement property rights reforms that provide the legal tools and institutions required for all citizens to participate in the formal national and global economy and to pull themselves out of poverty. 

Time magazine included him among the 100 world’s most influential people in 2004.  He was listed as one of 15 innovators “who will reinvent your future”.  Mr. de Soto was also named one of the 25 most important thinkers of our time by Handelsblatt newspaper and one of the leading innovators in the world by Time and Forbes magazines. More than 20,000 readers of Prospect and Foreign Policy ranked him as one of the world’s top 13 “public intellectuals”. 

Mr. de Soto has served as an economist for the General Agreement on Tariffs and Trade, as President of the Executive Committee of the Copper Exporting Countries Organization (CIPEC), as CEO of Universal Engineering Corporation, as a principal of the Swiss Bank Corporation Consultant Group, and as a governor of Peru’s Central Reserve Bank.  In the early 1990s, he led the effort to insert Peru into the global economy; drafted and promoted more than 187 laws that gave the poorest Peruvians access to economic opportunities, including title to their property and businesses; and created the national office of Ombudsman to defend Peruvian people’s constitutional and human (Defensoría del Pueblo).

He has advised heads of state in several developing countries on property reform programs and is the author of “The Other Path”, in the mid 1980s, and his seminal work “The Mystery of Capital.”

Ms. Alamuddin   has served as a board member of the Lebanon Green Building Council since 2014 and is a member of The Royal Institute of British Architects and the Order of Engineers Lebanon.
She graduated from Greenwich University in the UK with a full professional degree, R.I.B.A 3 and then went on to do her Master of Science in Architectural Studies (SMarchs) in Designing for Islamic Societies at the Aga Khan Program, at the Massachusetts Institute of Technology (M.I.T, U.S.A). In 2014 she became a  LEED Accredited Professional in Neighborhood Design .

Ms. Alamuddin started her award winning practice, Almimariya, Architects and Designers for Sustainable Development in 1999. The practice works on architectural, urban design and landscape projects within the perimeters of sustainable development and energy efficient construction. She has projects built in Lebanon, Egypt and Saudi Arabia. As a member of the executive committee of the Association Pour la Protection des Sites et Anciennes Demeures Liban (APSAD) from 1999 to 2008, she worked on several heritage preservation  and post war reconstruction projects in Lebanon and published several articles on the built environment. Ms. Alamuddin served as a technical reviewer for the Aga Khan Award for Architecture for three consecutive cycles. (998, 2001, 2004). Ms. Alamuddin is a Senior Lecturer at the American University of Beirut.

He spent 15 years looking after Emaar Properties PJSC's customers, setting up the company’s customer-facing divisions subsequently handing over the first freehold property in Dubai and setting up its first freehold property handover division that oversaw the handing over of over 22,000 freehold units. He then setup the award-winning Emaar Community Management LLC and managed 5 master planned communities with a portfolio of over 35,000 units including Burj Khalifa. 

He is widely recognised as the Pioneer of the Community Management industry in the Middle East. In 2008 he became the first Certified Manager of Community Associations (CMCA) in the region and later the first Association Management Specialist (AMS) certified by the US-based Community Association Institute for the region. In 2012 he became one of the first international Professional Community Association Managers (PCAM) and the first international Large Scale Manager (LSM). In 2011 he received the Institute's 'Rising Star Award' and in 2014 the prestigious 'President's Award' in the USA.

Jeevan recently completed serving a 6-year term on the US-based Community Managers International Certification Board but continues to sit on many committees. He now serves as the President of the Community Associations Institute - Middle East.

Raya Ani an award winning architect and urban designer with 25 years of experience having worked in Baghdad, Germany, Boston, New York and Dubai. Raya Ani is a licensed Architect in the State of New York and a US Green Building Council Accredited Professional.

 

Raya has designed the first public green school in New York City and two green- certified (LEED) residential towers in Battery Park City. In 2012, she founded RAW-NYC Architects, an interdisciplinary architectural studio based in New York City. In 2014, She established the Dubai office. In 2013, she received AIA-ME honor award for her visionary work on the marshes of southern Iraq as well as a merit award for her design of Aspire sports complex in Qatar. In 2014, Her Aspire Sports complex project received the Leisure Project of the Year Award by Middle East Architect. In 2016, She was selected as one of five inspiring personalities in the world by Black Tomato travel and Cadillac. In 2016, She was shortlisted from a list of 43 leading women architects in New York to enter an international design competition to convert a women’s prison to an international Hub for Women’s Empowerment. She led RAW-NYC team for Liberland to design a masterplan for a micro-nation. Her vision won the first place and was widely published.
